O Lumo light festival é um evento gratuito e aberto para toda a família organizado pela cidade de Oulu. O grupo de comunicação e eventos da cidade de Oulu é responsável pela organização do evento, e uma ampla rede de colaboradores está envolvida na implementação, composta por atores tanto da organização da cidade quanto do mundo empresarial local e da sociedade civil.
The Lumo Light Festival in Oulu highlights selected places and buildings in a different light. The elements of environmental art and installation art are strongly involved in creating the festival. Temporary light art brings out the significance of light also as a source of security and cosiness in a city, while making people aware of the need for permanent lighting.
